The Readlyn City Council meets on the second Monday of each month at 6:00PM at Readlyn City Hall (307 Main Street). From time-to-time, the City Council will have Special meetings or Work Sessions as needed. All meeting minutes will be posted on this page.

1/12/2026 Minutes

The Readlyn Finance Board met in open session at 5:45 PM on Monday, January 12, 2026 to review bills. Keith Brunscheon and Rocco Imbrogno were present.

The Readlyn City Council met in open session at 6:00 PM on Monday, January 12, 2026 for the regular meeting. Meeting was called to order by Mayor Dan Wedemeier. The following council members were present: Nicole Barnes, Keith Brunscheon, Jason Franck, Rocco Imbrogno and Joseph Jones (arrived at 6:06 PM). Absent: None. Others in attendance included: Steve Aiello, Barney Wiersma, Austin Matthias and Kris McGrane.

During citizen comments, India May introduced herself and informed she is running for the Iowa House of Representatives.

Motion by Brunscheon and seconded by Barnes to approve consent agenda items, which included the regular council meeting minutes from 12/8/2025, the claims list from 12/9/2025 to 1/12/2026, the December 2025 reports (Budget, Treasurer’s & Financial) and ownership update amendments to the Kwik Trip Inc, Class “B” retail alcohol license. All said yes. Motion carried.

Jones arrived at this time, 6:06PM. Motion by Barnes and seconded by Franck to approve the agenda. All said yes. Motion carried.

The mayor advised that Bent’s Smokehouse and Pub, the new business opening in Readlyn, is hoping to open to the public by February 1, 2026. Iowa State Senator Sandy Salmon will be holding town hall meetings in January and February, if anyone is interested in attending.

Motion by Brunscheon and seconded by Jones to approve receiving reports from the city clerk, police, public works, parks and library. All said yes. Motion carried.

Mayor opened the public hearing on the adoption of Ordinance #365, an ordinance amending the Code of Ordinances, Chapter 156 entitled Building Code, as posted and published, at 6:18 PM. There were no written or verbal comments. Mayor closed the public hearing at 6:18 PM.

Motion by Barnes and seconded by Franck to approve the third and final reading of Ordinance #365, an ordinance amending the Code of Ordinances of the City of Readlyn, Iowa, Chapter 156 entitled Building Code. Roll call, all said yes. Motion carried.

Motion by Imbrogno and seconded by Barnes to approve Resolution 2026-1, establishing a new energy cost adjustment (ECA) rate. The energy cost adjustment was set at $0.02367 per kilowatt-hour (kWh), an increase of $0.01006 per kWh from the current ECA rate, effective with utility usage on or after January 12, 2026. Roll call, all said yes, motion carried.

Motion by Barnes and seconded by Jones to approve Resolution #2026-2, establishing the compensation of city attorney. The city council shall compensate Luke Guthrie, City Attorney, at a rate of $165.00 per hour, billed in tenths of the hour for services.  Roll call, all said yes. Motion carried.

After a brief discussion, new designs for the city electronic sign located along Reed Avenue will be presented at the next city council meeting. No formal action was taken.

After discussion on repairing or replacing the handheld meter reading device, no formal action was taken.  

After discussion on upgrading the copy machine and city telephone system, no formal action was taken.

Motion by Imbrogno and seconded by Brunscheon to move forward with purchasing the accounting/payroll/bank reconciliation/utility billing software offered by Frey Municipal Software in the amount of $20,500.86. All ayes, motion carried.

There were no suggestions for future agenda items.

The Readlyn City Council met in an open budget work session at 6:45 PM on Monday, January 12, 2026. Meeting was called to order by Mayor Dan Wedemeier. The following council members were present: Nicole Barnes, Keith Brunscheon, Jason Franck, Rocco Imbrogno and Joseph Jones. Absent: None. Others in attendance throughout the session included: Steve Aiello, Barney Wiersma, Austin Matthias, Beth Kingdon, Randy Kleitsch, Scott Broten, Cassandra Hesse and Kris McGrane. The council members were provided budget information from departments including: police, parks, streets, water, sewer, storm water, electric, library, fire, first responders, historical society, city clerk, garbage and more. No formal action was taken. The next scheduled budget work session was set for Monday, January 26, 2026 at 6:00 PM. The work session adjourned at 8:00 PM.

12/8/2025 Minutes

The Readlyn Finance Committee met in open session at 5:45 PM on Monday, December 8, 2025 to review bills. The Readlyn City Council met in open session at 6:00 PM on Monday, December 8, 2025 for the regular meeting. Meeting was called to order by Mayor Wedemeier. The following council members were present: Nicole Barnes, Keith Brunscheon, Rocco Imbrogno (arrived at 6:27 PM) and Joseph Jones. Absent: Jason Franck. Others in attendance included: Steve Aiello, Barney Wiersma and Kris McGrane.

Motion by Barnes and seconded by Brunscheon to approve consent agenda items, which included the regular council meeting minutes from 11/10/2025, the claims list from 11/11/2025 to 12/8/2025, the November 2025 reports (Budget, Treasurer’s & Financial) and the election results. All said yes. Motion carried.

Motion by Jones and seconded by Barnes to approve the agenda. All said yes. Motion carried.

The mayor informed the council that instead of replacing the holiday decorations on Main Street, the council may consider replacing/repairing the city electronic sign along Reed Avenue. He also reminded everyone that the city holiday celebration was rescheduled for this weekend (12/13/25) and that Bent’s Smokehouse and Pub will be opening early next year in downtown Readlyn at 209 Main Street.

Motion by Brunscheon and seconded by Jones to approve receiving reports from the city clerk, police, public works and library. All said yes. Motion carried.

Craig Codner (General Manager/CEO) and Matthew Mahoney (Energy Services Manager) with Butler County REC were present to inform the council of an increase to the rate adjustment starting the first of the year, January 1, 2026, of approximately 9.54% or $0.01006 per kilowatt hour (kWh). The increase is coming down from their wholesale supplier to Butler County REC. This increase is too much for Butler County REC to take on without passing it along to all of their customers, and they suggest the city of Readlyn pass it along to their customers as well. They are also being informed that there will be another increase of approximately 7% for next year (or in 2027) but they will not receive further details until later next year. Imbrogno arrived during the discussion at 6:27 PM. After discussion, no action by the council was taken.

Motion by Jones and seconded by Brunscheon to approve an alcohol license for Bents Smokehouse and Pub, subject to meeting all the city and state requirements and completing all the necessary steps with the city and the state. All said yes, motion covered.

Motion by Barnes and seconded by Brunscheon to approve the second reading of Ordinance #365, an ordinance amending the code of ordinances of the city of Readlyn, Iowa, Chapter 156 entitled Building Code. Roll call, all said yes. Motion carried.

Motion by Imbrogno and seconded by Brunscheon to approve Resolution #2025-18, a Memorandum of Understanding between the Iowa Department of Revenue and the city of Readlyn regarding the State Setoff Program.  Roll call, all said yes. Motion carried.

McGrane informed the council that the handheld utility meter reading device quit working on 10/31/25. This device is old and obsolete and is no longer being made or repaired. The city is currently renting a used device on a short-term basis. McGrane provided a few options to the council, including purchasing another used device or purchasing a new system/software. The council will discuss this further at a future meeting. No action by the council was taken.

Motion by Brunscheon and seconded by Barnes to set a public hearing for Monday, January 12, 2026, at 6:00 PM for amending the Building Code in the code of ordinances of the city of Readlyn, Iowa. All ayes, motion carried.

It was suggested to have more information about repairing/replacing the city owned electronic sign along Reed Avenue on the next city council agenda.   Motion by Barnes and seconded by Jones to adjourn. All said yes. Motion carried. Meeting adjourned at 7:05 PM.

11/10/2025 Minutes

The Readlyn City Council met in open session on Monday, November 10, 2025 at 5:45 PM for the Finance Committee to review bills and at 6:00 PM for the regular meeting. Meeting was called to order by Mayor Pro-tem Nicole Barnes. The following council members were present: Nicole Barnes, Jason Franck and Rocco Imbrogno. Absent: Dan Wedemeier, Joey Jones and Keith Brunscheon. Others in attendance included: Steve Aiello, Barney Wiersma and Kris McGrane.

Motion by Franck and seconded by Imbrogno to approve consent agenda items, which included the council meeting minutes from 10/13/2025, the claims list from 10/14/2025 to 11/10/2025, the October 2025 reports (Budget, Treasurer’s & Financial), the Annual Urban Renewal Report and the FY2025 Annual Finance Report. 10/13/2025 Minutes

The Readlyn City Council met in open session on Monday, October 13, 2025 at 6:45 PM for the Finance Committee to review bills and at 7:00 PM for the regular meeting. Meeting was called to order by Mayor Wedemeier. The following council members were present: Nicole Barnes, Keith Brunscheon, Jason Franck (arrived at 7:07 PM), Rocco Imbrogno and Joey Jones. Absent: None. Others in attendance included: Steve Aiello, Barney Wiersma and Kris McGrane.

Motion by Brunscheon and seconded by Barnes to approve minutes from the September 8, 2025 council meeting. All said yes. Motion carried.

Aiello provided the police report to the council. Motion by Imbrogno and seconded by Jones to approve the police report. All said yes. Motion carried.

Wiersma provided the water, sewer, streets and electric departments reports to the council. He then provided an update on the parks department. Frank arrived during the report at 7:07 PM.  Motion by Brunscheon and seconded by Imbrogno to approve the public works reports. All said yes, Motion carried.

Motion by Barnes and seconded by Frank to approve agenda as printed. All said yes. Motion carried.

Tammy Thurm was present and advised the council on the water leak that took place at 446 E 3rd Street and to request a possible refund/credit on wastewater charges. After discussion, no action by the council was taken.

Motion by Barnes and seconded by Brunscheon to adopt Resolution 2025-13, updating the rules of procedure governing the conduct of business of the city council. Roll call, all said yes. Motion carried. This resolution included changing the regularly scheduled city council meetings to be held on the second Monday of each month at 6:00 PM, at Readlyn City Hall, 307 Main Street, Readlyn, Iowa. If a holiday falls on the same date as a regularly scheduled meeting, the council meeting will take place the following evening at the same time.

Motion by Brunscheon and seconded by Jones to set a public hearing for Monday, November 10, at 6PM at Readlyn city hall, for amending the Building Code in the code of ordinances of the city of Readlyn, Iowa. Roll call, all said yes. Motion carried.

Motion by Franck and seconded by Barnes to approve the city clerk to attend the MuniLaw 101 Workshop. Roll call, all said yes. Motion carried.

Motion by Imbrogno and seconded by Brunscheon to approve the city clerk to attend the Iowa League of Cities Budget Workshop. Roll call, all said yes. Motion carried.

Motion by Jones and seconded by Franck to approve the Wellmark renewal for employee health insurance. Roll call, all said yes. Motion carried.

Motion by Brunscheon and seconded by Barnes to adopt Resolution 2015-17, approving an electric vendor agreement between the city of Readlyn, Iowa, and Northeast Iowa Community Action Corporation to administer the fiscal year 2026 Low Income Home Energy Assistance Program. Roll call, all said yes. Motion carried.

No action was taken to go into closed session.

Motion by Barnes and seconded by Jones to adopt Resolution 2025-14, approving second amended and restated agreement to establish the Iowa Public Power Agency. Roll call, all said yes. Motion carried.

Motion by Franck and seconded by Jones to adopt Resolution 2025-15, approving the Joint Development Agreement and payment of initial payment required therein. Roll call, all said yes. Motion carried.

No action was taken on Resolution 2025-16.

Correspondence – the mayor advised the public works employees will be assisting the garbage truck this week as one of their employees is taking time off.

9/8/2025 Minutes

The Readlyn City Council met in open session on Monday, September 8, 2025 at 6:45 PM for the Finance Committee to review bills and at 7:02 PM for the regular meeting. Meeting was called to order by Mayor Wedemeier. The following named council members were present: Nicole Barnes, Keith Brunscheon, Rocco Imbrogno and Joseph Jones. Absent: Jason Franck. Wiersma provided an update on the public works department. A portion of the city sewer lines were recently televised, Wiersma will be getting prices to clean water filters and there was a water main break over the Labor Day weekend but it was quickly repaired. The CMR’s for electric came in and Butler County REC is working with their software for compatibility and Wiersma will get prices for street repairs around town. Wiersma received bids to remove ten dead/dying trees in the city right of way and the lowest bid was $3,050.00. These trees dead trees are near power lines. The company will start taking down the trees tomorrow.  

Matthias provided an update on the parks department. Matthias is waiting for chemicals to treat the Ash trees. The community club will be donating new basketball hoops for the park and will be working on repairing the gazebo at city park. Matthias advised he will be turning on the splash pad for one day during the community club picnic event on September 14.

Discussion was held on purchasing new holiday decorations/lights for downtown. There was a suggestion to go with LED lights for any decorations purchased. Public works employees will bring suggestions to a future council meeting. No formal action was taken.

Motion by Barnes and seconded by Brunscheon to approve setting a date of Sunday, October 26, 2025, from 4pm to 6pm for city wide trick or treating. Roll call, all said yes. Motion carried.

Motion by Brunscheon and seconded by Barnes to approve fall leaf burning in city limits from October 1, 2025, to November 15, 2025. Roll call, all said yes. Motion carried.

Motion by Brunscheon and seconded by Barnes to authorize the mayor and city clerk to execute information and forms, to take the necessary steps to move forward with the amount discussed and agreed upon by the council, and to complete the nomination agreement and any other required documents which relate to electric transmission planning and construction and critical energy infrastructure. Roll call, all said yes. Motion carried.

Correspondence – the mayor reminded the council and public that city election paperwork must be turned into the Bremer County courthouse by September 18th.

The Readlyn City Council met in open session on Monday, August 11, 2025 at 6:45 PM for the Finance Committee to review bills and at 7:00 PM for the regular meeting. Mayor Wedemeier advised there is approximately $28,000 left in the Main Street fund. He will provide council members with information and examples of holiday decorations/lights for Main Street. Wedemeier would like council members to provide input to him in the future. No action was taken.

Correspondence – Public Works Superintendent Wiersma provided a list of dead, diseased and damaged trees in the city right of ways to the council. Mayor Wedemeier and Wiersma will take steps to get bids and estimates on costs to get them removed. Wiersma also advised that there are now security cameras in the recycling center and the city is cleaned up from recent storms.

The Readlyn City Council met in open session on Monday, July 14, 2025 at 6:45 PM for the Finance Committee to review bills and at 7:00 PM for the public hearing followed by the regular meeting. Meeting was called to order by Mayor Wedemeier. The following named council members were present: Rocco Imbrogno, Joey Jones and Keith Brunscheon. Absent: Nicole Barnes, Jason Franck. Motion by Brunscheon and seconded by Jones to approve the authorization for the mayor to sign Nondisclosure Statement/MISO Transmission Project Confidentiality Agreement with the Iowa Public Power Agency, North Iowa Municipal Electric Cooperative Association, South Iowa Municipal Electric Cooperative Association, Missouri River Energy Services, and such cities, municipal electric utilities, joint-action agencies and/or electric power agencies for the MISO Long Range Transmission Planning Trance 2.1 project. Roll call vote. AYES: Brunscheon, Jones, Imbrogno. NAYS: None. Motion carried.
